Balloon skirt, handmade, Chip 'n' Dale style, with felt tail

My daughters liked Chip 'n' Dale, so I made Chip 'n' Dale-style balloon skirts.
Since my two daughters wore them, the Chip skirt (dark brown) is slightly larger.
They wore them around ages 3 and 5.
I don't have a pattern, and I made them to fit my children's sizes, so I believe they are for approximately 110-120cm. I will also include the length and waist measurements for your reference.

I made the tails out of felt and attached them to the back with safety pins. One safety pin is missing.
The felt tails have some stains and dirt, and have become a bit pilled.
The skirts were favorites and worn often, so they have a slight faded appearance.

These are handmade by an amateur, so the seam allowances and other finishes are simple.
There is an opening to thread elastic through.
